When Qing Shui met Tantai Xuan in the Ancient Ruins (Dragon Spine Mountain), he got to know that she wanted to obtain this item. However, the said item is guarded by a Five Elements Water Jiao King. He offered his help in exchange for some help when he reach the Four Outer Continents and she gave him a token as proof.
